In 11 States, College Grant Money Goes to Whoever Files the FAFSA First. Illinois Stopped Promising It After April 23.

The federal 2027-28 FAFSA deadline list says 11 states hand out at least one grant only 'while funds exist.' Last cycle Illinois stopped announcing its MAP grant, worth up to $8,400 a year, for anyone whose first FAFSA arrived after April 23. Your 2025 tax return is already done, so there's no reason to wait. File now and fix it later.

If you live in one of 11 states, part of your college grant money isn’t decided by need alone. It’s decided by when you hit submit.

The 2027-28 FAFSA is open now. It asks about your 2025 tax return, which most families filed months ago. So the only thing standing between you and your place in line is an hour on a weeknight.

The fine print on the federal form

Every FAFSA ships with a state deadline list. Many states give a date. Eleven write something less comforting next to at least one program: “Awards made while funds exist.”

That’s Alaska, Illinois, Kentucky, Nevada, North Carolina, North Dakota, Oregon, South Carolina, Tennessee, Utah and Vermont. South Carolina and Tennessee spell it out: “first-come, first-served.”

Translation: there’s a fixed pot. When it’s gone, a student with the exact same need who filed in May gets nothing from it.

Tennessee at least protects last year’s grant holders if they file by April 1, 2027. Everyone else is in the race. Washington, for contrast, tells you to file early but promises “all eligible students will be awarded.” So not every “as soon as possible” is a countdown.

What the race looked like last year

Illinois shows how it plays out. Its Monetary Award Program, MAP, pays up to $8,400 a year toward tuition and fees. For 2026-27, the state suspended MAP announcements for anyone whose initial FAFSA arrived after April 23, 2026.

Filed April 23? Full-year award. Filed April 24? Suspended.

Here’s what they don’t tell you. The cutoff keys on your initial FAFSA, the first one received. Not your corrected one. A family waiting to get every number perfect is giving up its spot to tidy up a form it could’ve fixed afterward.

The math on waiting

Miss that window four years running and, at the MAP maximum, you’ve left up to $33,600 on the table. To save one evening in October. That’s dumb math.

Even outside these 11 states, colleges set their own aid deadlines, and plenty of institutional money is limited too. Filing early never costs you a dollar. Filing late can.

Do this now

File the 2027-28 FAFSA this week at fafsa.gov. Use your 2025 return. If something’s wrong, fix it with a correction later. If you filed during the beta window, don’t file again; we covered why.

Already in college? You file a new FAFSA every year, and the race restarts with it. Tennessee’s April 1 rule for last year’s recipients is the only renewal carve-out among these 11 states on the federal list.

Then check your state agency’s website for its own program rules, and ask each college on your list for its priority date. Our education hub and the best options page cover the rest of the paying-for-school picture.

The detail

The state list comes from the federal 2027-28 FAFSA form, which notes that state or college deadlines “may be as early as October 1, 2026, or the aid may be awarded on a first-come, first-served basis.” Illinois’ 2026-27 cutoff and the $8,400 maximum come from the University of Illinois Chicago financial aid office’s MAP page. North Carolina’s entry sets a June 1 priority date for UNC System schools and community colleges and says “as soon as possible” for private colleges. Utah’s tells you to check with your financial aid office.

Frequently asked questions

Which states give out grants first-come, first-served?

The federal 2027-28 FAFSA deadline list marks at least one program as 'awards made while funds exist' in Alaska, Illinois, Kentucky, Nevada, North Carolina, North Dakota, Oregon, South Carolina, Tennessee, Utah and Vermont. South Carolina's need-based grants and Tennessee's State Grant are also described as first-come, first-served. Check your state agency's site for program details.

When did Illinois run out of MAP grant money last year?

For 2026-27, the Illinois Student Assistance Commission suspended Monetary Award Program announcements for applicants whose initial FAFSA was received after April 23, 2026, according to the University of Illinois Chicago financial aid office. Students who filed on or before that date got full-year announcements. The MAP maximum is $8,400 a year for 2023-24 and later.

Should I wait until my information is perfect before filing?

In a first-come state, no. Illinois keyed its MAP cutoff to when your initial FAFSA was received, not to your last correction. The 2027-28 form asks about your 2025 tax return, which most families have already filed, so you have what you need today.

Does Washington run out of state grant money?

Not according to the federal list. It says to file as soon as possible after October 1, 2026, but that Washington's funds are 'available year round, and all eligible students will be awarded.'
